The regional health network is a collaborative between Custer Health, Emmons County Public Health, and Kidder County District Health Unit that provides public health services to the people of Grant, Mercer, Morton, Oliver, Sioux, Emmons, and Kidder Counties.

Well-being in the Nation (WIN) Measures for Custer-Emmons-Kidder Regional Health Network
The WIN Measure framework was developed by over 100 organizations and communities working together across sectors to identify and try out measures that mattered to them. This collaborative process of developing measures was facilitated by 100 Million Healthier Lives and supported by the National Committee on Vital and Health Statistics, who created the foundational framework for WIN.
